the os_superadmin_pass module has that very feature, please READ the module discription.

It states in plain English:

"If you want to require a password for services roots as well, you can specify the following configuration option without arguments:

SuperAdminPassRoot"

Hello admin,

One more thing, I want to request modules auth for secure adding access channel.

For example, user channel must be request permission from owner nick before adding access channel.

Read the damned description!

"Stops users from adding you to channel access lists. When this is ON, ChanServ will not allow your nick to be added to the channel access lists in any channels. Whoever tries to add you will get a notice from ChanServ back saying that you have NOOP set ON. The STATUS param will return your current NOOP status."
