Yeah, UnderNet started it back in like 94'ish and alot of the smaller ircu nets that used their software took it with them .. most likely because it's in there example.conf. 4400 isn't as popular as 6667, but to be honest .. there is no "standard" IRC port from an administration standpoint. It's just some ports are used more than others.
I can think of about 3-5 current nets that still use 4400 as a default server port. All of which are 10+ years old. I'm sure other such events happened with other ircds like CS/Hybrid/Ratbox, Bahamut and ircd.
Another example of odd ports becoming "standard" is port 7000, it's DALnets original default client port and has been since the beginning. So as with undernet it spread via the example.conf with DreamForge and Bahamut. Today some use it as an AOL client port and I've even seen it as an SSL port.
