ok im having problems getting this update/reload/restart
i realize that reload doesnt change any modules but whats the difference between: os reload and os update?

os reload = Anope's version of /rehash. It "reloads" services.conf
os update = writes data from system cache to .db and mysql databases

thanks now i get it
so then does that mean when you do ns update, it gets in for the .db and loads it to you?

No, /ns update is an entire different thing. It performs the same checks and actions that happen when you identify: check for memo's, give you your modes in channels where you have them, etc...
