is there an easy way to convert my current flatfiles into a mysql db?

If you start Anope with SQL enabled and RDB disabled it should automatically dump all of it to SQL.

LOAD Information INFILE is for CSV records, and yours are not, so all you have to do is to consolidate all records in a folder in a solitary CSV document. Remove the name of the sections (userid, username) then  simply separate the cols with a separator ([TAB], ";",) and final step would be to import as CVS.
