I know of many users across different irc networks that use multiple channels for one thing. Example, say they have a personal bot and there's a bot home channel, and a channel for one of the bot's features to be used in. Rather than to have to add akick, access, etc from every channel, it would be cool for channel founders to group access of their channels they own to a root channel of theirs. That way, any permanent bans, access, etc, all keeps up to date with one /cs access update.

I doubt this will ever happen. It would require far too much resources because CS would have to cycle through every channel in the list to find all of the channels said user owns and would have to do this everytime a ban was set. Which even on small networks can be alot!
It's far easier and less resource intensive for you to write a client script and have your script set a ban in all the channels you wish.
