Nickserv wont kill non authenticated users?

ok after setting up anope o thought it was working fine then one day i forgot to identify myself, i was trying to use chaserv and found that i wosent logged in, and the worst part is i wosent killed? i have the services set to kill after 60 seconds..... so does anyone know whats going on?

Youll notice if you read the docs/BUGS file that there is already a known bug regarding timed events:
Quote
.- If there is absolutely no activity on your network, Services may delay
   timed events (nick kills, database saving, etc.) until the next message
   comes in from Services' uplink server.
