how to stop services

This may seem kinda lame, and i'm sorry if it shocks anyone.. :D

How can i kill the services? I tried /stop services, /kill services
nothing works. I'm running anope on a win2003 server.

/msg OperServ shutdown
or
ALT + CTRL + DEL and.. End Process for anope.exe

I was using the Ctrl+Alt+Del but that would only help when i had access to the box. Thanks ;)
