I did some searching and couldnt really find a yes, no or maybe answer

The default levels seem off to me on my server. A Halfop is virtually useless because kicking, etc are all level 5 while HalfOp is level 4 on all channels.

What I want to is change the default levels/desc for all channels. Not channel specific. Otherwise it is a hassle for all channels to have to change the levels to accomidate halfops. Is there anyway I can do this through a windows build?

This cannot be done without modifying the source code... a module could do it too, resetting all levels after registration, but none exists at the moment.
