I have this problem, using Unreal3.2.8 and Anope1.7.21. Now I'm trying to link NeoStats too and this is problem:
* Stats.myirc.com sets mode: +o Operlog
* HostServ1 (HS@services.myirc.com) Quit (OperServ (Session limit exceeded))
* TextServ (TS@services.myirc.com) Quit (OperServ (Session limit exceeded))
* ConnectServ (CS@services.myirc.com) Quit (OperServ (Session limit exceeded))
* StatServ (SS@services.myirc.com) Quit (OperServ (Session limit exceeded))
* LimitServ (TS@services.myirc.com) Quit (OperServ (Session limit exceeded))
* Operlog (operlog@services.myirc.com) Quit (OperServ (Session limit exceeded))

Anope limits How many users per ip, whatever you set in the services.conf is killing them off. You can use this to make an exception
Syntax: /msg operserv EXCEPTION ADD [+expiry] mask limit reason

such as /msg operserv EXCEPTION ADD +0 ipofneostats 20 neostats

Hopefully im right on the +0 havent made an exception in awhile

This has been fixed in a later version of anope..
Update to Anope-1.8.0 and make sure neostats has a uline in services.conf
