Where is the Error in this conf?

Its Anope 1.7.21 for Windows (Anope-1.7.21.exe)
Windows say Always configuration is incorrect.. Reinstall . . .

EDIT: The conf Works at Windows Vista but not at Windows Server 2003 :S

That has nothing to do with services.conf, that error means you didn't follow ALL the installation steps.
