Anope will not open at all

Hi, when ever i try to open anope.exe, i get this error:

The application has failed to start because the application configuration is incorretct. Reinstalling the application may fix the problem.

I have tried to uninstall and install again, still same.

I use, Anope 1.7.20 on windows xp pro with unrealircd.

This means you did not do all of the required steps needed to run Anope on Windows. Please read and follow all instructions found at: http://anope.info/wiki/Windows#Precompiled_Version
