when someone joins a registered channel (first one) they never lose +o even if there not on the access list

they are not an oper or even registered

the chan setting secureops should do that job ;)

Services will not deop anyone if SECUREOPS is not enabled. If you're so concerned about the right people having op, enable SECUREOPS.

i only want it so people cant have op if they are the first one in the channel, i dont want it so i cant +o anyone if their not on the list

how do i find this desync and fix it?

Have you turned XOP off on the channel and then changed the AUTODEOP level with /msg ChanServ levels #CHANNEL set autodeop LEVEL

ok people, theirs a problem.
secureops doesnt fix the problem, in fact it doesnt do anything at all

sounds like a TS desync or a channel desync .. since serivces can op it's self .. secureops must certainly works in 1.7.19
