Have you check the services logs for the error it gave? or your ircd logs itself too? have your read this thread assuming you have 1.7.18 installed: http://forum.anope.org/viewthread.php?tid=1178
or else, please be more specific with the problems youve got,

No such file or directory means your ircd is not listening on the same port and IP that you specified in your RemoteServer directive in the services.conf file.
