if u want know one to join a room, u can enter it, and set mode +s or p and/or +k -password- or if u want to do it through chanserv, type /msg chanserv forbid #channel reason or u can suspend it, ( it's the same as the forbid.)

so how come some chat site dont let u join room ie like ukcb coz i dont want to go thought every room and surpend every room coz i get piss off after a while

Ive told you, ive lost count how many times exactly how to do that. And its all done in unrealircd.conf
Use a "deny channel" block to deny the channel mask * and then use and "allow channel" for each channel you want to allow.
Opers are exempt from the deny channel blocks.
