After googling around I found an earlier link that says to fix this issue, I need to turn off StrictPasswords. I have done that and restarted it still doesnt fix it. I have had users use completely random passwords, and that still is not good enough. I am using the latest stable version.

I'm also using latest stable UnrealIRCD

Verify the correct syntax is being used. A common error people make is adding a nick to the register line.
