Where is the error ? I don't see what doesn't work.

It mean that anope is starting right no ? But maybe anope can't connect on your server because the configuration is wrong
try to launch anope with debug active and paste the log here
on linux you must type ./services -debug  and after read the log file in services/logs and I don't know how to do on windows

and I think that it is not the good place for post this message you would have post in the 1.7.x Support part

in order to get rid of that error, you can safely disable UseTS6 from your services.conf since UnrealIRCd doesn't support TS6
