OS: Ubuntu 16.04.2, ircd server installed: UnrealIRCd 4 -(enc_sha256) -- build #2, compiled 16:46:27 Apr 24 2017
i got hebrew installed and working on my Ubuntu.
i am able to change my nickname to a hebrew nickname on my ircd server.
casemap = "ascii"
to enable the registration of hebrew nicknames i have set my nick_chars in services.conf to hebrew characters.
and as a second attempt i have set nick_chars to all 255 asci chars.
i have restrictopernicks commented out in nickserv conf.
relevant result from "/os config view" command:
<01:19:51> -OperServ- nick_chars !#$%&'()*+,-./0123456789:;<=>?@ABCDEFGHIJKLMNOPQRSTUVWXYZ[\]^_`abcdefghijklmnopqrstuvwxyz{|}~€Â‚ƒ„…†‡ˆ‰Š‹ŒÂŽ‘’“”•–—˜™š›œÂžŸ ¡¢£€¥Š§š©ª«¬Â®¯°±²³Žµ¶·ž¹º»ŒœŸ¿ÀÃÂÃÄÅÆÇÈÉÊËÌÃÃŽÃÃÑÒÓÔÕÖ×ØÙÚÛÜÃÞßà áâãäåæçèéêëìÃîïðñòóôõö÷øùúûüýþÿ
all of my attempts have failed.
please, i want to know if this is a bug or if there is still something i can do to resolve this.

Solved.
i changed the encoding of my unrealircd conf files to windows-1255.
changed the encoding of services.conf to windows-1255.
restarted unrealircd.
restarted services.
why windows-1255? - because thats the encoding my clients use :)
