Anope 1.9.x should feature a character map or something which tells which characters are allowed in vHosts. Like InspIRCd's <hostname:charmap> tag, you can set "ABCDEFGHIGKLMNOPQRSTUVWXYZabcdefghijklmnopqrstuvwxyz0123456789.-_/^" and the alphabet, numbers, period, hyphen, underscore, forward slash, and carot will be allowed in /chghost and /sethost commands.
This feature would be helpful for those who don't really care about how many users there are on their network, or for those who want Freenode-style vHosts enforced through HostServ, instead of IRCd-side vHost blocks. However, it'd have to match the IRCd's charmap via config, but only stupid sysadmins wouldn't do that. The only issue with mismatching charmaps is that the IRCd will reject the vHost.
