Title: Nick argument to "/cs unban"

An ability to remove all bans matching a specific user.
It now can be performed only on "me", I guess it's because if i'm banned then i'm out of channel.
But in my opinion it can be useful also for other users, without a need to clarify what maskbans belong to the user.

this will just lead to abuse like that of bs fantasy !unban - sersiouly there are some things you can just use the ircd for.
