Title: How to fix this

I'm using anope-1.9.1 and Unreal3.2. Problem is chanserv,for example SOP can  not use any set command.Only founder can use chanserv on channel, SOP and less can use access but problem is with /cs set command can't use any of them.
Any suggestions what could be a problem ?

Show us /cs levels #yourchan list & /cs access #yourchan list together with /os modlist 3rd

There was no any third party modules, and I just reinstall anope and works fine now. But I was using anope-1.8.2 and then upgraded to 1.9.1 and kept db from 1.8.2. Who knows what was wrong just wouldn't work for some reason. It is sorted now. Thnx.
