[23:15] -> *operserv* set superadmin on
[23:15] -OperServ- Super admin can not be set because it is not enabled in the configuration.

how to enable this

take a look at this line: https://github.com/anope/anope/blob/2.0/data/operserv.example.conf#L641
and change it from '#superadmin = yes' to 'superadmin = yes'.
