NickServ in anope-1.8.3

Do anybody know   whare or how  to set Nickserv , so  chatters  do not have  to register  there nicks  to  whisper  each other,  if you know how  mail me  where and   what to set in the  services  conf or  else where, i need this  asap  Sandoval
