that would best be an ircd thing since anope doesn't even keep track of glines...
i believe unrealircd has a 3rd party module called m_rmtkl which does what you are asking for btw

[01:48] unrealircd.conf:16: loadmodule src/modules/m_rmtkl.so: failed to load: Cannot open module file: No such file or directory
[01:48] error: IRCd configuration failed to load

Not going for Unreal3.2.7 :(
