How can i redirect the users from one channel to another?

that solely depends on your ircd, if it even supports it...

so not anope related at all, but chances are you use unrealircd, in which case it is mode +L

well if you have Unrealircd you can you the deny channel block

its a pretty nice thing
it will tell you a reason and even has a warn option (sends notice to opers)
and best yet you can use wildcards (including "#*" as an example)
