Here is the anope log:
[Apr 15 22:30:28 2014] Connected to Server 1 (108.61.47.124:7000)
[Apr 15 22:30:28 2014] Read error from server: Connection reset by peer (error num: 54)
I have no idea what is causing this.
Any help would be appreciated.

Set mode +s * on yourself and see what InspIRCd says.

No such nick or channel is the response.

eg, /mode Adam +s *. But replace 'Adam' with whatever your nickname is.

You need to be an operator on your IRCd.

I'm trying to fix that right now, but does that have anything to do with the issue with anope?

Ok I finally got the oper issue fixed, so now when I run the mode +s I get the following:
MODE +s +aAcCdDfFgGkKlLoOqQtTxX

Set mode +s * on yourself and see what InspIRCd says.
Now you do the second part of this sentence.

I did, that's what it said after I ran the mode operation

He means try to connect Anope again... when oper'd you can see the connection errors and figure out what you're doing wrong. There's a good bet 1) you didn't add a link block, 2) you didn't add a listen port, 3) your link block information does not match.... that's generally what that means, it failed to connect because something was a miss. Read the error messages on the IRCd when you try to connect and you will have a better understanding.

Well I tried that, but all it says its this:
[Apr 16 21:43:02 2014] FATAL: Can't connect to server: Connection refused
ircd.log says nothing about the anope start up.

Give us your inspirircd link block and your anope configuration.
I think they don't match.

The reason it's not working is you're not listening.
1) /oper <nick> <pass>
2) /mode <nick> +s *
3) Go into your server and run Anope.
4) READ in IRC (usually the status window) the error it returns.
5) Paste it here.
If it doesn't return an error it's because you're connection attempt isn't reaching the server. Meaning you're probably using the wrong IP or port.
Your IRCd also needs a link { } block.
Hate to say it, but we can't help you if you don't actually pay attention.... these are very simple instructions.

Here is the remote server entry in the anope config file:
RemoteServer 108.61.47.115 7000 "Password"

Is inspircd listening on port 7000? The connection refused message generally means nothing is actively listening on the given ip and port

Try a telnet on port 7000 : peharps a firewall is blocking it.

Opens and then drops it.
Here is the latest log error in the anope log:
Read error from server: Connection reset by peer (error num: 54)

Turns out the services name was not correct on both sides.
