Title: mlock doesn't work

Hi i have a problem with my mlock.

if the chan was empty and i join this chan this happens:

 * ChanServ sets mode: +smrR
 * ChanServ changes topic to '<----- Topic ------> (Xarxas)'
 * services.***** sets mode: -smntrR
 * services.***** sets mode: -o Xarxas
 * OT (**@******) has joined #****
 * OT sets mode: +ao OT OT
 * OT sets mode: +q Xarxas

After that the modes are not changing to the current mlock.

The mlock is set to "+smntR".

Restricted, Private & Keeptopic are on.

System Informations:

Linux debian stable
Unreal 3.2.5
Anope 1.7.18
