This is due to a bug that has already been reported. It'll be fixed in the next release.

The only work around is to set autodeop to -2 instead of -1. This work around only works on channels using access levels instead of xOP.

os global only works for Services Admins or higher. This is not an error, it's by design.

Services Operators = maintain user accounts, remove users from the network.

Services Admins = maintains the services ircd, can affect the entire network as a whole. OS GLOBAL falls within this scope.

Services Root = can shutdown, restart the services ircd as well as load modules and add opers and admins.

write a module... the auths required to perform certain commands have been reviewed and global isn't the only command that had access requirements changed.

I already have a module that can handle it. http://modules.anope.org/viewmod.php?id=88
