Well, I think I have everything right, I do this;

cd "C:\Program Files\anope-1.7.18

then

anope

Then it comes up like this, no error, nothing happens and the services aren't up.

i think you should start by reading the documentation...
there is a WIN32.txt file in the docs directory of the package and an alternative online at the wiki: http://wiki.anope.org/index.php/Windows
