Is there a module or a way to get ircops to use illgeal characters like . and @ in there nickname?

that would be an IRCd module. nothing to do with Anope

No, and any module doing so is bound to break things. A @-sign is used to indicate the difference between the nick/user and the host. If you'll put a @-sing inside the nick, the IRCd won't know where the host starts and things will break badly.
