Linking irc to website to lightirc

Looking to link lightirc to website for a,s,l and looking to link website to ircd so when mirc users log in it says something like / Please use /nick passy to log in and if not register with website

Hello, u can ask me, but i have linked my ircd (Unreal3.2 & Anope1.8.6) with misc_sqlcmd to my lightirc server. I wrote also PHP Codes for the login an Register to lightirc.
