If you are the first user, you should be opped. If not check this setting in your unrealircd.conf. it needs to be set to op, protect or owner. 99.995% of the networks out there should be set to 'op'.
set::level-on-join <none|voice|halfop|op|protect|owner>;
The mode that a user will get when he's the first to join a channel. The default is 'op' (channel operator).
If you change this setting, be sure to rehash, then part and join the channel.
