I take it its a basic unreal 3.2.4 and anope 1.7.13 - any modules or anything like that?
Not sure if you had paying any attention, but I had been adding to this reply as I tried different things. To make this easier to read, I've started it over.
Apparently I had Anope 1.6.4, not 1.7.13 as I had stated. I couldn't remember or verify what version I had of the two, so I redownloaded both and recompiled both. Problem was duplicated with 1.6.4 and when looking at the config for 1.7.13, I noticed sections I hadn't seen before.
After compiling 1.7.13 and configuring it, I started it up and everything worked well with no usermode flooding.
All it took was that one line from you to see how to go about fixing the problem. Thanks.
