Title: hostserv and helpserv are not working

Hi, i installed unreal3.2.9 and anope 1.8.7, every thing works fine except hostserv and helpserv. whenever i  type any command related to hostserve the following appears: -HostServ- Unknown command help.  "/msg HostServ HELP" for help.
the same for helpserv: -HelpServ- Unknown command help.  "/msg HelpServ HELP" for help.

I appreciate to solve this out step by step
