Title: opless on anope start

Testing anope a bit, and all looks ok except for a few things here.. If I kill anope and start it again, chanserv deop everybody, resets topic and chanmodes.. what have I set wrong? I dont want chanserv to do anything when it starts, except new requests..

This process is called bursting, it happens to all ircd's services when they connect and is required to synchronise the incoming server to the rest of the network.. ChanServ is merely doing what you told it to do in the config file. You should really read and understand the example.conf. Know what every directive is and does.. Especially things like Nick Tracking.
