Runtime Error whenever loading module(s)

The "seen" module and the "log_ctcpversion" module. I get the above error with both.

I have tryied to install any of the Denora modules in 1.4.5 and all the modules returning errors. i think all the modules must be outdated.

I just want to know how to start the service
I have edited the config but when I start the service, I get the following error
Server not started - What am I missing
