Is it possible, that users can ONLY do /cs invite #chan , When i have set the permission.

So only if i set the permission for that user to use /cs invite #chan (for that chan) , He will be able to join.

Well yes, you could do /cs levels #chan set invite LEVEL

And add user to that level, example lvl 100 - just users with lvl 100 on acc list can do invite

It has no nothing with @

If you give 100 to some user he'll be opped in chan.

just give him a level equal to or higher then INVITE  so he gets access to /cs invite, but still lower then OPDEOPME, OPDEOP and AUTOOP so he doesn't get op... you may need to change the level assigned to those flags though..
