a more useful way so we can see anopes debug itself would be to run anope.exe -debug from cmd prompt, first problem I notice is you don't have a services link block, you seem to have a link block for your own server though.

I changed the "irc" to "services" on the link block. But I don't think that is what is going on.

When I am in cmd and attempt to open anope.exe with debug nothing happens...

i.e.

That is pretty much what my cmd screen looks like. Nothing else happens...

Did you change the ports too? I noticed before you 6667 in services.conf and that link block has 7000?
If you start anope with -debug you'll need to check the log files in /data/logs iirc.
