translate bs_* to russian

bs_quotes (as bs_game, bs_911, etc) want to translate into russian, but what encoding did not choose, instead of text only get '??????'
How to choose the encoding?
Or how translated into russian?

Hi xopek,

you can edit the source files with an utf8 capable text editor. (tested and works fine with some german special chars)
