Services notice command

Hello, I was wondering if someone could possibly make a module for each of the services, so someone could do commands such as

/msg ChanServ notice #Channel -Message-

/msg NickServ notice Nick -Message-

Etc. Using latest stable version, if you could do this, it'd be much appreciated.

why would you need a module for this when servers support the notice command at client level ?

/notice nick message

/notice (+ % o)#channel name message ?
