Runtime Problems /services/modules/runtime

Hi, i've been running Anope 1.6x and been having an ongoing problem with the runtime folder.   Our shell account had originally been 150mb.  That filled up extremely fast, couldn't figure out why, we have gotten 500MB recently, and that also filled up aswell.   Our root admin told us that there are 1,998 files in the runtime folder.   I am not exactly sure what they are there for, or how to get rid of them for that matter, they wont delete.  Except for in SSH.  

Down to the point:

What is the purpose of those files?
How do i keep them down to a reasonable limit, we can't afford for be forking out money for almost 2000 files at 16kb+ each.

I believe this was sorted on IRC by upgrading from 1.7.13 to .14.
