how i can add new superuser have all power root and used it to restart services

please i need explan with The smallest details

You should have already done this, you can't have started services without it... ServicesRoot in services.conf.

/os restart then, as you should already be ServicesRoot, (unless you took some shortcut when setting up Anope and never read the config)
