Title: Anope-1.7.21 and restricted commands

I don't remember from what it was changed, but some commands like SET and OPER ADD that formerly could be used by Services-Admin was changed to Services-Root. But some help file(s) still tells that this(ese) command(s) can be used by Services-Admin. Only in the last line that says Services-Root.
Well... it was defined to restrict it in the lastest version(s)? Or something that should be changed..
I know that the access can be changed editing the source code.. but I want know the changes and if it was changed it still not restricted all, example UMODE, SVSNICK still are limited to Services-Admin, but you can't use it if you can't use SET command to become a SuperAdmin :P..

That's correct, set is for root only as of 1.7.21, this superadmin is root only. The bug in regards to levels not matching in the help files has already be reported and fixed in svn iirc.
