Autovoice voices unreg users

Hey Guys,

i've a problem with my Anope-1.8.6 (3072) (Linux)

My autovoice channel level is "0" and anope still voices every unreg user.
It seems like a bug?! I thought unreg users have an access level of "-1"

I want, that only registered users get voice on join.

Of course, the XOP System is off.

I don't think it's a bug, I think the behaviour of this and the use of -1 was changed at some point but I can't find where, there is a cs_autovoice module at modules.anope.org that seems popular.

by default auto-deop is -1 and nojoin is -2
