what do you mean by this? there's various ways of network broadcasts, eg. OperServ global, and commands provided by the IRCd

RANDOMNEWS LOGONNEWS and are hard to be updated daily.
The / msg MemoServ or GLOBAL NEWS for information updates are faster as a headline, something like that. I have access to all the news about the network more quickly to the user who can list the news of the day.

learn any programming language and write yourself a bot doing that.

also I guess I will be one of the first to leave a network that spams my statuswindow with irrelevant news.
from a user's perspective its irrelevant if a new server was linked, one is now oper, ... I want to talk to my friends and dont care about the rest, as long as the network is up.
