Title: cs_inhabitregistered not loading

I have updated to anope 1.7.13 and the cs_inhabitregistered moudle will not load now. The log file is only saying... trying to load but gives me no reason why it isnt. When i try to use operserv /operserv modload cs_inhabitregistered it says it cannot load file. Does anyone have any suggestions?
