ircd /oper (as configured in opers.conf) gives ircd level rights, which is not the same as anope access (oper/admin/root)..
/oper gives access to ircd commands and features like /gline, operoverride and the lots
the anope operserv access level regulates access to operserv commands.. 'oper' can be considered a basic irc operator with access to common functionality like kill.. 'services admin' gives users the ability to set/override channel and nick settings in anope regardless of access to that channel and some other commands (like adding new opers).. 'root' is the anope god who can add admins and load/unload modules, restart etc.. can only be added in services.conf
