I don't quite understand what you're asking. Could you please explain in a little more detail with examples.

GLobal is limited to services admins, kill is ircd feature..

i need protection for oper levels, because the oper can add any oper in ircd .conf or change you status, and services dont remove nothing.

with command, services only permit oper nicks in your list of permission, if set goper for nick, this nick get only goper in ircd conf, if oper change you status, services removes.

that may be a step in the right direction, though it doesn't offer the level of customization you are looking for.. i planned that but well.. takes time.

you should also know that only root can add opers and admins to services as of 1.7.21, combined with ircd_restrict_oper, you should be set.

PS: dx, oline is not persistent and will be lost when the oper in question disconnects from the network.

i'm using an ircdefender module for this, its not same, but only nicks on defender conf can get oper, if nick its not listed, o lines its removed. Nick need add manualy in conf, this is bad  :-\
