would it be possible to make a module that locks RESTART/SHUTDOWN to one user only?

because my admins restart services without telling me, and i get bitched at that the bots dont join #services

Remove them from the Services Root list since you appearently can not trust them with such commands.

It's a better practice to discipline users for their actions than re-configuring services.

also, as i got ircd_init to load up with services, i gota reload that always just to get the services bots in the channel :\

you can autoload modules by putting then in the moduleautoload directive in the services.conf....

and the bots by default don't join #services because they are not designed to be in a channel and it adds nothing useful.

Unless you consider desyncs useful.
