1> Make sure you are editing the correct file. If you edit your services.conf on a local PC, make sure you have uploaded it to your shell.
2> Do /msg operserv staff to see of the other ROOT users are listed. If the user is not on the ROOT list, then see #1 above and then restart Anope. If the user is on the ROOT list procees to #3
3> If the user appears on the list but does *not* have an asterisk (*) next to their nick, then they need to have a registered nick and identify to NickServ and possibly issue the /oper command (this depends on if you set OSOpersOnly).
Note: Please keep in mind that ambiguous phrases like "it doesn't work"are not helpful. Please be more specific. You can' also paste the output of /msg operserv staff. It's better to give too much information and let us sift out the facts than to not give enough info.
