If you have anope 1.7* than use anoperc  to control anope from the console
./anoperc help for help
pico anoperc
to edit the file if nessesary.

Otherwise just do

/os update
/os reload

It won't hurt to update your databases before issuing a reload. You'll make sure that any pending changes are really written to disk before performing the reload. Better safe than sorry is what I'd say.

i've just had a problem with registering a nick ... had <restrictopernicks> set to yes. yet the nick in question was not in any variation of the oper list. fixed it by turning off <restrictopernicks> reging the nick, then turning <restrictopernicks> back on.
